Regular Business Meeting

MINUTES

Monday, April 12, 2004

 

 

CALL TO ORDER:

Mayor Don Kirby called the Regular Business Meeting of the Union City Commission to order at 7:30 p.m., Monday, April 12, 2004

 

Present: Mayor Don Kirby, Commissioners: Gary McCormick, Wayne McClellan, Jonathan Jennings and Warren Moore.  Also present were Greg D. Voss (City Attorney), Kathy Porter (City Clerk/Treasurer.)  Larry Foppe, President, Foppe Technical Group and Barry Burke, P.E., P.L.S., Engineer, Foppe Technical Group.

 

Visitors: Signing the attendance list were Mike Trout and Gregory Lloyd.

 

MINUTES:

After reviewing the past meeting minutes presented, Mayor Kirby asked for any comments or corrections. Mr. McClellan moved to dispense with reading of the minutes and accept as presented.  Mr. McCormick seconded the motion.  Motion passed.

 

TREASURER' REPORT:

Mayor Kirby read the Treasurer's Report of March 31, 2004. The report being in balance, Mr. Moore moved to accept the Treasurer's report. Second to the motion by Mr. Jennings and motion carried.

 

BILLS FOR PAYMENT:

Mr. Jennings made a motion to approve monthly bills presented.  Mr. Moore seconded the motion.  Motion passed.

 

CORRESPONDENCE:

Due to the departure of Dave Estes and Jim Curry from Foppe Technical Group, several engineering firms sent letters of interest to provide engineering services to the city. Presently, Foppe has provided prompt and informative service and it is felt that the city will remain within their competent services. Letters of appreciation will be forwarded to those firms expressing their interest.

 

PLANNING & ZONING:

Randy Barlow, P & Z Representative was not present.

 

CITY ENGINEER REPORT:

Lawrence Foppe introduced Barry Burke to the Commission.  Mr. Burke PE PLS will serve as the contact person for the city.  Foppe Technical Group also provides

services for Geotechnical and Environmental issues. The initial report included follow-up of complaints and information provided by Matthew Gramza, PE.  Mr. Burke had been briefed and had basically gone around and inspected some of the problems himself. The following issues were discussed:

 

1.     Regarding the complaints of storm water and street conditions on Windsor Way and Tudor Lane.  Final plans and specifications for bid and construction will be prepared.

 

2.     Regarding the sewer restoration not completed at 1635 Sycamore Drive.  Contractor (Krebs) will be contacted for status of their schedule and city will be advised.

 

3.     Huge bumps and signage at entrance/exit U.S. 42 & Whispering Trail have created a traffic problem. The person complaining had been given information to contact the state and contractor. Mr. McClellan will provide Mr. Burke direct contact information with Lawrence Construction and the KDOT, so the problem can be studied for a solution.

 

4.     Crosswalk Striping for Wetherington Blvd. and Lancashire Drive was discussed.  Mayor Kirby wants project completed as soon as possible as children are already walking to school. Two copies of a preliminary plan were handed out.  It was decided that inspections be made regarding all streets needing crosswalks and lane striping including Braxton, Gunpowder Greens and the Library. When appropriate jurisdictions are determined, Foppe will prepare the final plans, details, specifications and bidding and forward to the city.  The city will sign off for Boone County Road Dept. to perform the work.

 

OLD BUSINESS:

The need for sidewalks to be installed in front of the vacant lots along Richmond Road, Braxton Drive and Library near Kroger was discussed.  Attorney Greg Voss will check the legal aspects according to Boone County Subdivision Regulations requiring the installation of sidewalks after two (2) years as a safety precaution for pedestrians.  The Commission recommended that Foppe proceed with research of the planning commission’s regulation regarding enforcement; and, work with the Public Works Director to notify the property owners affected and the cause of the sidewalks to be installed.

                                      

            NEW BUSINESS:

Speed problems and rough patches on Mt. Zion Road/US 42 and the Gunpowder Bridge was discussed.  Mr. Burke will inspect these areas and forward a report.  Also, he will research several speed control devices to avoid Speed Bumps or Humps being used and make recommendations.   Mr. Moore brought up the need for a look at parking at the cemetery due to future construction and the dirt pile look’s bad and needs moved.  The Engineer will inspect and present recommendations.

 

ADJOURNMENT:

No further business to come before the Commission, Mr. McClellan moved to adjourn meeting at 8:10 p.m.  Mr. Moore seconded the motion. Motion carried.
