Mayor Don Kirby called to order the Special Meeting at 8:51 p.m. in the Union Emergency Services Alliance Headquarters Meeting Room, 9611 US Hwy. 42 to provide an update on the contents of the Final Comprehensive Report to those Union residents affected by the proposed sanitary sewer improvements in the City of Union, Kentucky, the financing thereof and to determine the amount of the final assessment for each property affected and benefited from said sanitary sewer system.

PRESENT: Mayor Don Kirby, Commissioners: John Adams, Bob Kelly, John Mefford and Todd Sayers. Others Present: City Administrator Warren Moore, City Attorney Greg Voss, City Clerk Kathy Porter and City Engineer Barry Burke, PE. There were forty-one (41) in audience attendance.

Mayor, Don Kirby gave first reading of:

o ORDINANCE NO. 2008-003 – AN ORDINANCE ADOPTING THE PROCEDURE AND NECESSARY TERMS REQUIRED BY K.R.S. 91A.260 PURSUANT TO THE UNION CITY COMMISSION’S DECISION AND DETERMINATION TO PROCEED BY SPECIAL ASSESSMENT WITH THE CONSTRUCTION OF THE MT. ZION/OLD UNION/RUSSWILL SEWER PROJECT LOCATED IN THE CITY OF UNION, KENTUCKY. Mayor Kirby called for a motion to approve on first reading. Motion made by Mr. Kelly and seconded by Mr. Adams. Motion carried unanimously.

ADJOURNMENT:  There being no further business on the agenda for this special meeting, Mr. Mefford made a motion to adjourn, seconded by Mr. Sayers. Motion carried unanimously. Mayor Don Kirby declared the meeting adjourned at 9:02p.m.
