Regular Business Meeting
MINUTES
Mayor Don Kirby called the regular meeting of the
Union City Commission to order in the Union City Building at 7:30 p.m., Monday,
February 10, 2003.
The following members of the Commission were
present: Ana Hitzel, Jonathan Jennings, and Wayne McClellan. Absent: Gary McCormick.
Also present were City Attorney Greg D. Voss, City
Clerk Kathy Porter and City Engineer Representative Mr. Jim Curry of David Estes
Engineering, Inc.
Motion to approve the January 13, 2003 meeting
minutes as presented was made by Mr. McClellan and seconded by Mr.
Jennings. Motion carried.
Mayor Kirby presented the Treasurer’s Report as of
January 31, 2003. Mr. Jennings moved to
accept the Treasurer’s Report. Motion
seconded by Mr. McClellan and motion carried.
The bills for payment were reviewed. Mrs. Hitzel
made a motion to pay the bills as presented and Mr. Jennings seconded the
motion. Motion carried.
Received from Tom Jones, Lassing Green Development
regarding maintenance of entry area to Lassing Green Subdivision with spec
sheet describing what they as developers was doing previously. Attorney Voss had been corresponding with Mr. Jones. After discussion it was decided that the
specs provided were an adequate basis to revise. The revision cost will be more as past work had not been done.
Qualified contractors will be required for the various types of work needed for
the maintenance. Mr. McClellan would
like to work with Jim Curry on the revised specs and also will contact Mr.
Jones.

CITY ENGINEER REPORT
Mr. Jim Curry of David Estes Engineering, Inc.
reported that he was ready to start on the street study and would take approximately
two months to complete. Mayor Kirby
would like to have Engineering to inspect the condition and characteristics of
each street sign. Mr. Curry said they would also be looking at US 42. The Sanitation District has started the
sewer project on Sycamore Drive.
PRESENTATIONS
Mayor Kirby read a Proclamation for Severe Storms
Preparedness Month of March 2003. Mr. Dan
Maher of Boone County Emergency Management was present to explain the
importance of this Proclamation to our citizens locally and statewide. Governor Patton has designated the month of
March as severe storm awareness month by educating people as to what
precautions should be taken for their safety.
Last year the agency went through an accreditation process with the
National Weather Service which would provide the status for a storm ready
community. Due to this status being
acquired the City of Union was awarded a certificate of storm readiness. Per KRS chapter 39 requires every county to
have in effect an emergency management program. The Boone County Emergency Management is mainly administrative
and serving in different capacities with the Sheriff’s Department and Fire
Departments, especially now with the Homeland Security. Ms. Hitzel questioned the present terrorist
situation. Mr. Maher answered that much
preparation is being made, but the Emergency Management is open for questions
and concerns. Mayor Kirby thanked Mr. Maher
for his presentation.
There was no old business brought before the
Commission.
Residents Lori Leatherbee and Connie Ehlen of
Gunpowder Greens Subdivision were present tonight regarding the possibility of
the city installing street lights on Churchill Drive, Windsor Way and Tudor
Lane. A petition had been signed by residents.
Mr. McClellan elaborated on the streets’ underground electric, no
telephone poles and each street ends in a cul-de-sac. There is a definite need
for street lights.
Considering there have never been standards set for
street lighting, we would have Cinergy to present a proposal for the street
light installation in that area. Ms.
Leatherbee was also concerned with the street ID signs; she was advised to
present a phone number where the spokesperson for the petition could be reached
when information was available on the lights first. Mayor Kirby would like for the street study to show the guideline
regarding the sign size, also possibly color change depicting the City of
Union.
Resolution
No.: 2003-004 – A Resolution to enter
into an Interlocal Agreement with Sanitation District No.1 to provide KPDES
Storm Water Discharge Permit Services and Other Storm Water Related Services in
Boone, Campbell and Kenton Counties, Kentucky. Motion made by Mr. McClellan and
seconded by Mrs. Hitzel. Motion carried.
Mrs. Hitzel requested information on Direct Deposit
for the City Clerk paychecks. The City
Clerk will check with the bank, as there may be a fee.
Resolution
No.: 2003-005 – A Resolution Authorizing and Directing the Mayor of The City of
Union, Kentucky to Adopt the United States Internal Revenue Service’s
Guidelines for Mileage Reimbursement Motion made by Mr. Jennings and seconded
by Mr. McClellan. Motion carried.
Mayor Kirby asked about the Landscape/Mowing specifications. Mr. McClellan stated that he would like to
use the Lassing Green Subdivision Specs as a guideline and will work towards
having this prepared for possible discussion at the March Commission meeting. He commented in regards to the snow removal job
that this is not being done satisfactory.
Due to this being a really bad snow season, streets are not getting
plowed, which cause could be partly to speed bumps in certain areas. The City Clerk calls Boone County Public
Works when citizens complain; a melting mixture is put down first to aid in the
removal and then plowed. Mr. McClellan
commented that he would contact the Public Works Department regarding this
issue. Mayor Kirby brought up the need
for additional help in the City Clerk’s office. The city is continually growing, thus more work is required to
maintain records. There has been some help, but there needs to be a more
permanent position. The Mayor and City
Clerk will prepare a job description and then proceed with the necessary
requirements of hiring this person.
Representatives of Boy Scout Troop 845 were present tonight and informed
the Commission of some of the scouts’ projects. During the month of February over 300 local boy scouts were working
on special projects to earn their merit badges. Mayor Kirby thanked them for coming.
No further business to come before the Commission,
Mayor Kirby asked for a motion to adjourn Mrs. Hitzel moved to adjourn the
meeting at 8:10 p.m. and seconded by Mr. Jennings. Motion carried.
