BUSINESS MEETING
March 9, 1998
MINUTES
CALL TO ORDER: The meeting was called to order by Mayor Moore at 7:35 p.m. Present were Commissioners Hunt, Sharp and E. Johnson City Clerk, Kathy Porter and City Engineer, Willard Rusk. Absent were Commissioner J. Johnson and City Attorney David Martin. Attorney Greg D. Voss was present in his absence. Approximately four citizens were also present.
MINUTES: Mayor Moore called for a motion to approve the minutes from the prior regular meeting. Motion was made by Commissioner Sharp, seconded by Commissioner Hunt, and passed unanimously.
BOOKKEEPER'S AND TREASURER'S REPORTS: Summary was read by Mayor Moore, who then called for a motion to accept the Bookkeeper's and Treasurer's Report as presented. Motion was made by Commissioner Sharp, seconded by Commissioner Hunt, and passed unanimously.
BILLS FOR PAYMENT: The bills for payment were presented, Commissioner Hunt questioned two line items that are off budget. One being the leased office category number (721) and the other being the engineer expense category number (731). After discussion Mayor Moore suggested that the wording of the budget be changed regarding the necessity to amend the budget amount so that transfers could be made a lot easier. Commissioner Hunt moved to pay the bills as listed with a second by Commissioner Sharp, and passed unanimously.
CORRESPONDENCE: Mayor Moore read a letter dated March 6, 1998 from Boone County Planning & Zoning Executive Director, Kevin P. Costello, AICP regarding the Preliminary Plat for the addition to Hempsteade Subdivision. Commissioner Sharp asked questions regarding the attendance of our city representative (Mr. Phil Damstrom) on the Boone County Planning Commission. Mayor Moore agreed that we need more feed back then we are getting and said he would get in touch with Mr. Damstrom.
DEPARTMENTAL REPORTS: Commissioner E. Johnson reported that a street light
near the intersection of Braxton Drive and U.S. 42 has been installed. Mayor Moore mentioned that a resident of Gunpowder stopped in the office and questioned the possibility of installing street lights on Gunpowder Road and had mentioned the fact that Gunpowder is getting much more traffic now because of the interchange of Mt. Zion Road. After discussion, Commissioner Sharp agreed to contact Cinergy to explore the feasibility of street lighting as well as doing a light pollution study.
City Engineer Willard Rusk provided the Commission with updates on the following projects:
OLD AND UNFINISHED BUSINESS: The Commission decided after discussion that the fencing around the 78" storm sewer culvert near Mr. Goyer’s property would stay for the protection of the city and its citizens. The Boone County Subdivision regulations require that all inlet headwalls shall have signage. (A warning sign that states "Danger High Water")
Mayor Moore asked the Commission tonight to reconsider the previous action taken on the 10 percent collection of insurance premiums. The city received additional information that Boone County does not collect this revenue and the city commission does not want to charge an additional tax on the citizens of the city. The ordinance was passed at last months meeting and the state has not been notified to start collecting this tax or has the ordinance been published. Mayor Moore advised that he requested the Attorney to prepare the appropriate documents to rescind Ordinance No. 98-002 for next months meeting.
NEW BUSINESS: Mayor Moore asked if there was any new business to be discussed.
Commissioner Hunt commented that he requested from the Boone County Planning and Zoning, Geographic Information System (GIS) to provide a city map with city zoning overlays so that we can be reviewing it for inclusion in the update of the zoning in the Union area.
Mayor Moore mentioned that he requested for Attorney Voss to prepare an ordinance to change the wording of Article 31, section 3149 of the Planning-Zoning regulations. The article regards the parking and/or storage of recreational vehicles, travel trailers, trucks, boats, and trailers used solely for the transport of the resident’s recreational vehicle (s) is permitted in residentially zoned areas.
ADJOURNMENT: There being no further business to be brought before the Commission, Mayor Moore called for a motion to adjourn. Motion was made by Commissioner Sharp, seconded by Commissioner Hunt, and carried unanimously. Adjournment was at 8:52 p.m.
