REGULAR BUSINESS MEETING
JANUARY 11, 1999
City Clerk Kathy Porter administered the oath of office to Mayor Warren S. Moore. Mayor Moore administered the oath of office to City Commissioners Jonathan Jennings, Eddie Johnson, Gina Logsdon and Wayne McClellan.
The regularly scheduled business meeting of the Union, Kentucky City Commission was called to order by Mayor Moore at 7:40 p.m. Present were Commissioners Jennings, Johnson, McClellan, Logsdon and Attorney Greg D. Voss was present in absence of David W. Martin. City Engineer Willard Rusk was absent due to emergency surgery on his sister.
MINUTES - Commissioner Johnson made a motion to approve the minutes of the December 14th regular business meeting and the emergency/special meeting minutes of December 18th 1998 as reviewed. Commissioner McClellan seconded the motion and the motion carried unanimously.
TREASURERS REPORT - Commissioner McClellan made a motion that the Treasurers report be approved as presented. Commissioner Logsdon seconded the motion and the motion carried unanimously.
Commissioner Jennings made a motion to pay the bills as listed for January. The motion was seconded by Commissioner McClellan and carried unanimously.
CORRESPONDENCE - Mayor Moore announced that the Kentucky League of Cities will be holding a Newly Elected Officials Workshop, January 26, 1999 @ the Ft. Mitchell (Drawbridge Inn) and the city would pay the $15.00 cost if anyone is interested in attending the workshop.
Mayor Moore also mentioned that the Northern Kentucky area Planning Council/Commission would be holding a training workshop on February 6, 1999.
DEPARTMENTAL REPORTS - Commissioner Public Works, Eddie Johnson reported that he hasn't received any calls about the streets not being taken care of but did notice that the cemetery needs to be snow plowed. He mentioned that Sycamore Drive is now a one-way street and seems to be working out good.
Mayor Moore asked the City Clerk to contact the gentleman that does the snow removal for the city building parking lot and have him snow plow the road into the Union Rice Cemetery.
At this time Mayor Moore commented that the City Clerk has received calls from residents complaining about the streets not being cleaned during the snow and ice storms. Mentioning that every street and road within the city limits of Union was plowed, salted, and sanded; not once, but three separate times during the storm period.
OLD BUSINESS
- Mayor Moore mentioned for the two Commissioners that are new, that we did not have a second reading on the annexation ordinances on the intent to annex the property off Longbranch Road. Mentioning that we only needed one reading the way it was passed as an emergency ordinance and did not require a second reading.NEW BUSINESS - Mayor Moore stated that in the past the City of Union's Mayor Pro Tem has been Eddie Johnson and it is necessary for the City to appoint one of its Commissioners as Mayor Pro Tem pursuant to KRS 83A.140 (4). Mayor Moore recommended that Eddie Johnson act as Mayor Pro Tem. Commissioner McClellan, Jennings and Logsdon concurred.
VERBAL RESOLUTION NO. 99-001 - A RESOLUTION APPOINTING EDDIE JOHNSON AS THE CITY OF UNION MAYOR PRO TEM. Commissioner McClellan so moved, with second by Commission Jennings and motion carries unanimously.
VERBAL RESOLUTION NO. 99-002 - A RESOLUTION APPOINTING WAYNE McCLELLAN TO BE THE CITY OF UNION LIAISON OFFICER REGARDING THE LONGBRANCH DEVELOPMENT. Commissioner Jennings so moved, with second by Logsdon and the motion carried unanimously.
Mayor Moore mentioned that he gave City Clerk Kathy Porter her review for the past year is due for a salary increase. He asked Commissioner Jennings to take a look at the existing documentation that we have and possibly by next month have a recommendation as to a compensation plan that would include benefits beyond the social security and workers' compensation that we now have as well as a salary increase.
Mr. Tom Ross resident of 9744 Windsor Way addressed the City Commission regarding snow removal. Mr. Ross asked questions regarding the cities snow removal policy. Mayor Moore answered that as in many of our services the city contracts with the County to provide the services.
Commissioner Logsdon asked if she could research the possibility of a city of Union part time maintenance person. She said she would like to look into the City of Florence to see what they are paying for their sub-contractors. At this time Mayor Moore recognized former City of Florence council member (Mr. Robert Hay) whom is now Boone County Commissioner. Mr. Hay advised that it is an expensive proposition to get people to do that type of work. And that he will present the concerns of services to the County Administrator and see if we could get some resolution. Mayor Moore stated that the city would certainly appreciate anything he could do for the City of Union, Kentucky.
ADJOURNMENT - There being no further business for consideration, Commissioner Logsdon, moved to adjourn, seconded by Commissioner Jennings and the motion carried unanimously. The Commission adjourned the regular business meeting of January 11, 1999 at 8:15 p.m.
