COMMISSION MEETING MINUTES

November 13, 2000

 

CALL TO ORDER

Mayor Warren S. Moore called the regular business meeting to order at 7:32p.m. The meeting took place in the Auditorium of the Union City Building.

Commissioners in attendance were Jonathan Jennings, Eddie Johnson, Wayne McClellan and Gary McCormick.

Also in attendance was Attorney Greg D. Voss, representing in absentia City Attorney David W. Martin and City Clerk Kathy Porter and City Engineer Willard H. Rusk. There were 8 citizens present at this meeting.

MINUTES

Mr. McClellan moved to approve the Public Hearing Minutes of October 9, 2000 seconded by Mr. McCormick. Motion passed unanimously.

Mr. McCormick moved to approve the Regular Business Meeting Minutes of October 9, 2000. Seconded by Mr. Johnson. Motion passed unanimously.

Mr. Johnson moved to approve the Special Meeting Minutes of October 16, 2000 seconded by Mr. McCormick. Motion passed unanimously.

TREASURER'S REPORT

Mayor Moore read the Treasurer’s Report and called for a vote to accept the Treasurer’s Report as presented. Mr. Johnson made a motion to accept the treasurer's report as presented. Mr. McCormick seconded the motion. Motion passed unanimously.

BILLS FOR PAYMENT

The bills for payment were reviewed. Mr. McClellan made a motion to pay the bills as presented. Mr. Johnson seconded and the motion carried unanimously.

CORRESPONDENCE

Mayor Moore noted that he has received correspondence from Insight Cable stating that there will be change in their channel menu and that customers will be notified as to the change.

DEPARTMENTAL REPORTS

  1. City Engineer, Mr. Willard H. Rusk, P.E., reported that he inspected the storm drain on Indian Hill Drive, it is a three-foot diameter concrete pipe, in a residential area, and has no head wall. He recommended that a storm sewer this large in this type location should have a grate on the entrance. This is only one, and recommends that, as a safety concern, a review be made of how many needs grates and get a price for installation one at a time, or over phased schedule depending on budget. Mayor Moore directed the City Engineer to survey the drains and report pricing and suggestions.

  2. During the street inspections, Mr. Rusk found a few places, that need repairs, and some are developer’s responsibility. Letters concerning weeds and debris have been mailed.

  3. We are getting more encroachment permits filed.

  4. The Union Baptist church parking lot is completed with minor items to be finished.

  5. Signs are up in Union Village Subdivision.

  6. There are minor problems with detention pond in Hempsteade, Phase J. Contacted the Boone County Code Enforcement Officer for inspection, still under Drees.

  7. Will be attending the GIS Boone County Users Group meeting.

  8. Meet with Kenny Crooker, Director of Public Services, Boone County, on Rice Pike regarding the cleanup of right-of-way at Lassing Green.

  9. The abandoned home on US 42 is being worked on, the steps have been repaired, door is locked, bushes trimmed, and building is secure.

  10. Met with Ed Wilbers at his house on Cedarwood and Hempsteade to look at driveway and curb. He has agreed to replace the sidewalk, apron and part of the driveway. Also, he cleaned up the lot that had piles of construction debris and tall weeds.

  11. Released bond for Erpenbeck on Windsor Way. The road looks good and did not cost anything but my time.

  12. A new house is being built on Whispering Trail and required an encroachment permit.

  13. Signed a letter to Union Light Heat & Power for street lighting in the Lancashire Subdivision Section 5.

 

OLD BUSINESS

At this time Mayor Moore asked for City Engineer Willard Rusk to give his presentation on what he found out in regards to parking on city streets. Mr. Rusk discussed the types of streets and their use with the Planning and Zoning Commission. Reviewed the Boone County Subdivision Regulations as it pertains to designation of street use. Received a letter from Planning and Zoning supporting the designation of Hempsteade as a sub-collector street, which does not permit parking. Inspected all streets in Union to review parking concerns. Also looked at parking in other cities and Boone County particular – in Fort Thomas where a person was killed crossing the street. He reviewed a file of information on traffic calming and checked the Internet subjects relating to parking and traffic calming. He recommends no parking on Hempsteade and other streets in daytime in Union, except where signed as parking on Hempsteade and other streets in daytime in Union, except where signed as parking limited to six hours during daylight. This was based primarily on safety to residents (children) and the use of school buses and large trucks in the daytime. There was some discussion by the Commissioners, others in the audience and Mr. Rusk.

NEW BUSINESS

Mayor Moore read in its entirety first reading of Ordinance No. 2000-009 – AN ORDINANCE GOVERNING THE PARKING OF MOTOR VEHICLES WITHIN THE CITY LIMITS OF UNION, KENTUCKY. A motion to pass on first reading of Ordinance No. 2000-009 was made by Mr. McClellan and seconded by Mr. Johnson. Motion passed unanimously on first reading.

Mrs. Sue Johnson commended the City Commission on the ordinance. On the subject of the effects of the proposed ordinance, she stated that she could live with the way the new ordinance reads.

Mayor Moore expressed his gratitude for much work that has been done by several people and committees on the Union Town Plan. There is still much to be accomplished. A letter has been drafted by Boone County Planning & Zoning to be forwarded to the Secretary of Transportation, Governor Paul Patton and elected state officials. Mayor Moore and the City Commissioners will sign this letter and mail along with a copy of the adopted 2000 Union Town Plan. The City of Union is requesting in this letter several items that they would like the Department of Transportation to help implement. Some of the items are: provide underground utilities, provide storm retention lakes, provide pedestrian overpasses and underpasses and work with property owners in providing street tree plantings along the new road or at intersection areas.

ADJOURNMENT

No further business to discuss Mr. Johnson made a motion to adjourn the meeting at 8:35 p.m. Mr. Jennings seconded the motion. Motion passed unanimously.
