COMMISSION MEETING MINUTES
December 11, 2000
CALL TO ORDER
Mayor Warren S. Moore called the regular business meeting to order at 7:30p.m. The meeting took place in the Auditorium of the Union City Building.
Commissioners in attendance were Jonathan Jennings, Wayne McClellan and Gary McCormick. Eddie Johnson was absent.
Also in attendance was Attorney Greg D. Voss, representing in absentia City Attorney David W. Martin and City Clerk Kathy Porter and City Engineer Willard H. Rusk. There were 5 citizens present at this meeting.
MINUTES
Mr. Jennings moved to approve the Regular Business Meeting Minutes of November 13, 2000. Seconded by Mr. McClellan. Motion passed unanimously.
TREASURER'S REPORT
Mayor Moore read the Treasurer’s Report and called for a vote to accept the Treasurer’s Report as presented. Mr. McCormick made a motion to accept the treasurer's report as presented. Mr. Jennings seconded the motion. Motion passed unanimously.
BILLS FOR PAYMENT
The bills for payment were reviewed. Mr. Jennings made a motion to pay the bills as presented. Mr. McClellan seconded and the motion carried unanimously.
CORRESPONDENCE
Mayor Moore noted that he has received correspondence from Boone County Planning Commission informing us that our current member on the Planning Commission Randy Barlow’s term will expire on December 31, 2000. Mr. Barlow has consented to continue to serve for a term ending December 31, 2004. Mayor Moore thanked Mr. Barlow and stated that a Resolution would be read tonight under New Business on the agenda for his appointment.
Mayor Moore read a proposal from Larry H. Bowman for snow removal for the winter of 2000/2001 of the city building parking lot and sidewalk/rear entrance. The cost for this service will be $50.00 per occurrence when the snowfall reaches two inches. The Commission agreed to continue with the Bowman’s snow removal service.
Mayor Moore noted that the city received correspondence from Chris Grubbs Monuments asking if aboveground mausoleums are permitted in the Union Rice Cemetery. They have a family that has expressed an interest. Mayor Moore stated that he saw no problem with granting their request. He commented that he is in the process of drafting an Ordinance for the City Attorney to review governing the cemetery as to what is and what’s not allowed. Mayor Moore expressed interest in having a cemetery sexton and anticipates further discussion at the January meeting.
PLANNING & ZONING COMMISSION
Mr. Randy Barlow reported that the reports of the Comprehensive Plan would be presented this Wednesday from 2:00p.m to 6:00p.m. At the Florence City Building the meeting is open and anyone who can attend and has comments on the Comprehensive Plan it would be helpful.
CITY ENGINEER REPORT
OLD BUSINESS
Mayor Moore read in its entirety for second reading of Ordinance No. 2000-009 - AN ORDINANCE GOVERNING THE PARKING OF MOTOR VEHICLES WITHIN THE CITY LIMITS OF UNION, KENTUCKY. A motion to pass on second reading of Ordinance No. 2000-009 was made by Mr. McClellan and seconded by Mr. McCormick. Motion passed unanimously on second reading.
NEW BUSINESS
Resolution No. 2000-006
– A RESOLUTION APPOINTING RANDY BARLOW TO THE BOONE COUNTY PLANNING COMMISSION. Motion to accept by Mr. Jennings and second by Mr. McCormick. Motion passed unanimously.Mayor Moore administered the Oath of Office to Mr. Randy Barlow appointing him as Union Representative to Boone County Planning Commission his term of office expiring on December 31, 2004.
Mayor Moore noted that this was to be the final meeting of Commissioner of Public Works Eddie Johnson who was unable to attend the meeting tonight because his wife has been very ill and he is spending time with her in the hospital. Mayor Moore praised Mr. Johnson’s service, which he said had included digging graves in the city cemetery and he totally unselfishly done more than you would think a Commissioner should do and would be sorely missed.
Mayor Moore informed the Commission that at the January 2001 meeting the newly elected officials will be sworn in we will need to appoint a new Mayor Pro Tem and Commissioner of Public Works.
Mr. McClellan reported that Five University of Cincinnati students have drawn up a plan for development in Union as a class project. David Geohegan, Director, Boone County Planning Services will be working with that information and contacting Mayor Moore and Mr. McClellan with further information.
Mayor Moore recognized Mr. Don Kirby in the audience tonight commenting that he will be a member of the City Commission next month.
ADJOURNMENT
No further business to discuss Mr. McClellan made a motion to adjourn the meeting at 8:35p.m. Mr. Jennings seconded the motion. Motion passed unanimously.
