COMMISSION MEETING MINUTES
September 11, 2000
CALL TO ORDER
Mayor Pro Tem Eddie Johnson called the regular business meeting of the Union City Commission to order at 7:35 p.m. in the Auditorium of the Union City Building.
Commissioners in attendance were Jonathan Jennings and Gary McCormick Absent was Mayor Warren S. Moore and Commissioner Wayne B. McClellan out of town on business.
Also in attendance were City Attorney David W. Martin and City Clerk Kathy Porter. Absent was City Engineer Willard Rusk he was attending the APWA Conference. There were 15 citizens present at this meeting.
MINUTES
Mr. McCormick moved to approve the Regular Meeting Minutes of August 14, 2000 and the Special Meeting Minutes of August 28, 2000. Seconded by Mr. Jennings. Mayor Pro Tem Johnson called for a vote. Motion passed unanimously.
TREASURER'S REPORT
Mr. Jennings read summary of the Treasurer’s Report. Mayor Pro Tem Eddie Johnson called for a motion to accept the Treasurer’s Report as presented. Mr. McCormick made a motion to accept the treasurer's report as presented. Mr. Jennings seconded the motion. Motion passed unanimously.
BILLS FOR PAYMENT
The bills for payment were reviewed. Mr. Jennings made a motion to pay the bills as presented. Mr. McCormick seconded and the motion carried unanimously.
CORRESPONDENCE
City Clerk Kathy Porter read the following correspondence. A letter dated September 3, 2000 from resident Larry Van Treek regarding the parking restrictions in Hempsteade Subdivision. A letter from Association Administrators, Inc. Managing Agent for Hempsteade Board of Directors asking that the no parking sign’s be removed from Hempsteade Drive. Also, the Board is asking that the stop signs and speed bump lines throughout the community be replaced or repainted for visibility. Concerned with the safety of motorist and residents, with these signs not being visible.
CITIZENS ON THE AGENDA
Ms. Ana Hitzel spoke regarding the speeding problem on Lakepointe Court in Hempsteade Subdivision and presented the Commission with a petition sign by every resident from that street with the exception of three. The petition requested the City of Union to install two or three speed bumps on Lakepointe Court to slow down speeding cars. Mayor Pro Tem commented that a study would need to be done to see if warranted. The City Clerk was asked to call the County Police and have them monitor the area more frequently, the preferred locations for the speed monitor are Hempsteade Drive, Lakeway Court, Lakepointe Drive, Bayswater Drive, Cedarwood Drive.
DEPARTMENTAL REPORTS
Public Works: City Engineer Willard H. Rusk was absent. Mr. Rusk conferred with Commissioner Johnson before he went out of town and Mr. Johnson reported that the new limestone sign for the Union Rice Cemetery is up and looks very attractive. Also, a new pipe installed on U.S. 42 is completed except for the seeding.
OLD BUSINESS
Mayor Pro Tem Eddie Johnson called for Old Business to be discussed. Mayor Moore had drafted a revised parking Ordinance to replace Ordinance No. 85-012 for the Commission to review at tonight’s meeting. Attorney Martin read the new draft in absence of Mayor Moore. Several residents of various streets presented their input and concern of how they as residents would be affected. Therefore, a revision of some of the codicils of the draft concerning different streets needed to be addressed. Some of the concerns pertained to daytime parking, cul-de-sac parking, emergency service and utility vehicles. Mayor Pro Tem Johnson commented the current Ordinance No. 85-012 was executed before newer subdivisions were developed. The older subdivisions had no sidewalks and many children played in the streets. All input will be considered and possibly a new revised Ordinance be read at the October 9th meeting.
PLANNING & ZONING REPORT
Mr. Randy Barlow, City of Union Planning & Zoning Representative had no report.
NEW BUSINESS
No new business to report.
ADJOURNMENT
No further business to discuss Mr. Jennings adjourned the meeting at 8:35 p.m. Mr. McCormick second the motion. Motion passed unanimously.
