MINUTES

Monday, January 13, 2003

 

The Honorable Mayor Donald G. Kirby II welcomed the Commission Members and the citizens present to the first meeting of the new term.

 

OATH OF OFFICE

The Honorable Warren S. Moore preceding Mayor of Union from December 3, 1984 to January 31, 2002 administered the Oath of Office to the Newly Elected City Officials who was elected to the City Commission in the November 2002 election. Immediately following the regular business meeting agenda the city would be honoring former Mayor Warren S. Moore with a special reception for his dedicated service of many years to the Union Community.

 

CALL TO ORDER

Mayor Don Kirby called the regular meeting of the Union City Commission to order in the Union City Building at 7:30 p.m., Monday, January 13, 2003.   

 

The following members of the Commission were present: Ana Hitzel, Jonathan Jennings, Wayne McClellan and Gary McCormick.

 

Also present were City Attorney Greg D. Voss, City Clerk Kathy Porter and City Engineer Representative Mr. Jim Curry of David Estes Engineering, Inc.

 

MINUTES

Motion to approve the December 9, 2002 meeting minutes as presented was made by Mr. McCormick and seconded by Mrs. Hitzel.  Motion carried.

 

TREASURER’S REPORT

Mayor Kirby presented the Treasurer’s Report as of December 31, 2002.  Mr. McClellan moved to accept the Treasurer’s Report.  Motion seconded by Mr. Jennings and motion carried.

 

BILLS FOR PAYMENT

The bills for payment were reviewed. Mr. Jennings made a motion to pay the bills as presented and Mr. McCormick seconded the motion. Motion carried.  

 

CORRESPONDENCE

None presented.    

 

PLANNING AND ZONING REPORT

Mr. Randy Barlow, Union’s Representative had no report.

 

CITY ENGINEER REPORT

Mr. Jim Curry of David Estes Engineering, Inc. reported that the road repairs done recently by contractor Reigler Blacktop, Inc. are complete and the quantities were verified. The invoice was included on the list of bills for payment tonight and Mayor Kirby asked about the difference in the cost from the bid amount. Mr. Curry commented that between the times the measuring of the road was done and by the time they did the work about a month had passed. The area expanded and more road-way was deteriorated than what was originally measured at the time of bidding the work. Therefore, that made a difference in the amount of what was bid and what was estimated for the final invoice price.

OLD BUSINESS

Mr. McClellan commented that he contacted the Transportation Department regarding the completion date of Mt. Zion/Gunpowder Bridge Construction and was told middle to the end of June will be the estimated completion date and the original contract date was for 119 days, they have added two more lanes and can not comment on why it is taking so long.

 

NEW BUSINESS

Resolution No.:  2003-001 – A Resolution appointing Jonathan S. Jennings as the City of Union, Mayor Pro Tem. Motion made by Mr. McCormick and seconded by Mr. McClellan. Motion carried.

 

Resolution No.: 2003-002 – A Resolution appointing Wayne B. McClellan as the City of Union, Commissioner of Public Works for the City of Union, Kentucky.  Motion made by Mr. McCormick           Seconded by Mr. Jennings. Motion carried.

 

Resolution  No.:  2003-003    -   A  Municipality Authorization that checks of this Municipality drawn on the PNC Bank of Boone county, and orders for transfer or withdrawal of the funds of the Municipality on deposit in said bank, in whatever form, shall be signed by City Clerk/Treasurer Kathy Porter and countersigned by any one of the following officers: Mayor Donald G. Kirby, Commissioner Ana Hitzel, Commissioner Jonathan S. Jennings, Commissioner Wayne B. McClellan and Commissioner Gary McCormick. Motion made by Mr. McCormick and Seconded by Mr. Jennings. Motion carried.

 

SPECIAL PRESENTATIONS

Mr. Kevin Costello presented a merit award by the Kentucky Chapter of American Society of Landscape Architects for the Union Town Plan.  The Plan was initiated for the City of Union by Boone County Planning members Kevin Costello, David Geohegan and Planning and Zoning Representative for the City of Union, Randy Barlow. Mayor Kirby introduced Kevin Costello, Executive Director of Boone County Planning Commission. Mr. Costello gave a brief history of the intricate development of the Plan which actually began in 1995. Mr. Costello asked former Mayor Warren Moore and Commissioner McClellan to come forward to accept this prestigious award on behalf of the City of Union.                                                                                                 

 

Before reading a Proclamation, Mayor Kirby commented on his high regard of service and dedication to the City of Union and the community by former Mayor Moore and considers him a role model and Mentor. Mayor Kirby then read the Proclamation honoring Warren S. Moore for his many years of service and will be made a part of permanent records of the City of Union.  Mr. Moore expressed his thanks for the honor and it had been a pleasure to serve his city.

 

State Senator Richard Roeding and State Representive Paul Marcotte presented their recognitions of honor to the former Mayor of Union Warren S. Moore on the occasion of his retirement and his service from December 3, 1984 to December 31, 2002. Both gentlemen remarked on Mr. Moore’s integrity and dedicated service and most deserving of recognition from his constituents from the State of Kentucky, Boone County and the City of Union.  They extended their wishes for his continued success and good fortune.

 

City Clerk Kathy Porter presented a plaque consisting of memorable items used during his term of office, which was his Name Plate, Gavel, Key to the City and City Logo designed by him.  A gift certificate for his enjoyment at one of our state parks was also included.  Kathy stated that he was deeply appreciated for his commitment and respect during his term of office.  Mr. Moore expressed his humble thanks and returned his appreciation of gratitude and cooperation.

 

No further business to come before the Commission, Mayor Kirby asked for a motion to adjourn and proceed with a most deserving reception for former Mayor Warren S. Moore. Mr. McCormick moved to adjourn the meeting at 8:00 p.m. and seconded by Mrs. Hitzel. Motion carried.
