SPECIAL MEETING

MINUTES

November 5, 2001

 

CALL TO ORDER

Mayor Warren S. Moore called the special business meeting of the Union City Commission to order at 7:32 p.m. in the Auditorium of the Union City Building.

Commissioners in attendance were: Mr. Jennings, Mr. Kirby, Mr. McClellan and Mr. McCormick.

Also present were: City Clerk Kathy Porter, City Engineer Willard H. Rusk and Attorney Greg D. Voss in absence of City Attorney David W. Martin.

APPROVAL OF MINUTES:

Mr. McCormick made a motion to approve the Regular Business Meeting Minutes of October 8, 2001 seconded by Mr. Kirby. Motion carried unanimously.

TREASURER’S REPORT:

Treasurer’s Report as of October 31, 2001 was read and presented for acceptance by Mayor Moore. Motion to accept as presented was made by Mr. McClellan and seconded by Mr. Jennings. Motion carried unanimously.

BILLS FOR PAYMENT:

Mayor Moore presented the bills for payment for review. Motion to pay the bills as presented was made by Mr. Jennings and seconded by Mr. Kirby. Motion carried unanimously.

CORRESPONDENCE:

Mayor Moore mentioned that he received correspondence dated October 22, 2001 from Insight Communications announcing that Cablevision Magazine has named Insight Communications "Cable Operator of the Year".

Mayor Moore informed the Commission that the Boone County Planning Commission will hold four public workshops in order to present the first complete draft of the 2001 Zoning Update (text and map).

Mayor Moore mentioned that there will be a comprehensive workshop about Health Insurance held at Northern Kentucky Area Development District on Friday, November 30, 2001 from 9:00 a.m. to 2:00p.m. Cost is $25.00/registrant and includes Continental Breakfast and Lunch.

CITY ENGINEER REPORT:

City Engineer, Willard H. Rusk reported on the following:

  1. Mr. Rusk sent a letter to Kevin Costello regarding the drainage concerns along US 42 near the Skyline Chili project. He suggested that a meeting be scheduled of interested parties to eliminate a storm water concern and prevent a dangerous icing problem this winter, both on US 42 and Calvary Lane.

  2. Reported that the Mt. Zion Road Bridge was awarded last month.

  3. Wrote letters to Mr. & Mrs. Adams and Mr. Holt regarding the sanitary sewer easements on Indian Hill for them to sign and return notarized to the City. Also an invoice was sent out to Mr. & Mrs. Adams to provide for their share to cover the emergency repair to the sanitary sewer.

  4. Inspected the McCarthy property on Russwill Lane for compliance with our letter; they had started clean up but was not complete; took photos.

  5. There will be a GIS Users Group meeting on November 19, 2001. Mr. Rusk plans to attend along with City Clerk and others are welcome if interested.

  6. Met with Steve Skidmore, owner of Skyline Chili; also with Don Marksberry, concrete contractor, about sidewalk repairs and about completion of work under their encroachment permit.

  7. On October 15 met with Michelle Kolb (Cinergy), City Clerk, and two residents of Lassing Green Subdivision about Street Lights and Sidewalks. And agreement was reached on lights and locations. Michelle Kolb was to provide a plan by city meeting for review but was not received.

  8. Talked with Brian Schlueter (Aspen Place); he has hooked into the public drain along with the Harvey’s. The other resident has not hooked up yet.

  9. An update on the Sanitary Sewer for Sycamore Drive indicated ten people have not signed their easements. Two of the seven scattered sewer sites are approved and underway and prevents the grant money from being lost on the project.

    Mayor Moore asked about the lights at the entrance to Lassing Green. Mr. Rusk reported that one of the lights had been vandalized but the light is working when checked. Mr. Jennings asked how long have they been there. Mayor Moore asked Mr. Rusk to see how much they would cost to replace and replace them both.

  10. Flag Pole for City Building – Mr. Rusk is leaning towards a 25-foot aluminum flagpole at a cost of $500.00 -$811.00 plus shipping. Would be placed in the front of the city building near the sign. Mr. McClellan asked what kind of a base does it have. Mr. Rusk commented that it has a concrete base and would be about 3-feet into the ground.

PLANNING & ZONING REPORT:

Mr. Randy Barlow, City of Union Representative was not present.

OLD BUSINESS:

Second reading of Ordinance No. 2001-006 – AN ORDINANCE PROHIBITING UNLAWFUL NOISES WITHIN THE CITY OF UNION, KENTUCKY. Motion to accept the first reading made by Mr. McClellan and seconded by Mr. Kirby. Motion carried unanimously.

NEW BUSINESS:

Mayor Moore read the two proposals for the Winter 2001/2002 Snow Removal for city building parking lot and the road in the Union Rice Cemetery. Mr. Larry Bowman $55.00 per occurrence to remove snow in the parking lot and sidewalk/rear entrance when the snow fall reaches 2 inches. No bid amount provided for the Cemetery Road. TM Meyer Marketing Associates bid amount $65.00 per hour for blade plowing & sidewalk clearing $.55 per pound for calcium chloride application $.45 for ice melt blend mix application and $.25 per pound for salt application. Bid is available for cemetery application when required. The Commission asked for new bids to include the snow removal cost for the cemetery road.

CITIZENS WISHING TO BE HEARD:

Mrs. Julie Schneider was present tonight to discuss streetlights for the subdivision and to plant seasonal flowers at the entrance area of Lassing Green Subdivision. She commented that the entrance lights do not work now and they are not on when she drove by them tonight before attending the meeting. Mr. Rusk commented that the timers could need adjustment from the recent time change. Discussion of a photocell type sensor rather than an electric timer could be used instead. Mrs. Schneider wanted to know why they could not get gaslights for their subdivision. Mayor Moore explained that they do not put out enough light, the light is on 24 hours a day and are a very expensive light fixture. He recommended that she take a drive through Union Village Subdivision, which is the only area in Union that has the gas streetlights, commenting that when the lights were installed in Union Village it was the builders responsibility. When Lassing Green Subdivision was beginning to develop the residents at that time did not want streetlights.

Mrs. Schneider mentioned that the entrance area of Lassing Green Subdivision is not being maintained like it should be this year and wants it to look nice, she commented that there were weeds and vines growing around in the mulched area and the vine grew up into the letters of the entrance sign. The dead shrubs have never been taken out and need replaced, she would like to see fall mums and spring seasonal flowers. Mayor Moore commented that in the spring the Union Garden Club could be contacted to find out if this would be an area they would like to maintain and the City Clerk could contact some Landscape Supply Stores and get prices and ideas from them for planting in that area. Mr. Rusk commented that it was taking some effort to get the new city contractor for Landscape/Mower to do what was needed done, train and educate him, he is not a landscaper, but has done what has been asked of him.

Mr. McClellan moved to adjourn the meeting at 8:15 p.m. Seconded by Mr. Jennings. Motion carried unanimously.
